My pomeranian scoots his but and wiggles when he walks and kicks his feet back he seems sore.?

It sounds to me like he has worms. I would get him to the vet. Normally when a dog has worms they are not getting enough nutrition which makes them eat their own fecal matter which causes heart worms and other major problems. Get him in to see the vet.
