I have a question about my hair?!?

when i get out of the shower i sometimes have these white things ALL over my hair , & if you touch it then it will fall out. After i dry my hair they dissapear & i know its not lice , but i just want to know if maybe its like just residue buildup from my shampoo & etc . how can i fix this??
