Is the right time to have a baby?

I am 21 have been with my partner for 4 years we have both decided we want children together. I have been broody for a few years, i would like to have a few children and like the idea of being a young mum. We are currently in canada on a 3 year working visa, i cannot start my career until we become residents which will probably be in a few years.(i want to work in a public service) We are both happy and decided to TryToConcieve. However we only rent an apartment and although we would manage financially we are probably not at the best financial state we could be at. I really want a baby and know if i did he or she would be loved however is there ever a right time? shall i worry about not owning a home/apartment or being in my perfect career when the child would have loving parents? My feelings keep changing, i know i want a baby now however am i being too impulsive, shall i wait?
